About This Legislation:
Requires the Secretary of the Treasury to prescribe regulations for the taxpayer election to expense the cost of certain refinery property not later than 60 days after the enactment of this Act. Amends the Internal Revenue Code to: (1) allow the issuance of tax exempt facility bonds for the financing of domestic use oil refinery facilities; (2) extend through 2018 the tax credit for producing electricity from wind facilities; and (3) allow tax credits for the production of electricity from nuclear energy, natural gas production, and carbon dioxide tertiary injectant processes. Requires the President to designate at least 10 sites for oil or natural gas refineries on federal lands and make such sites available to the private sector for construction of refineries. Prohibits the Nuclear Regulatory Commission from denying an application for nuclear waste disposal on the grounds of present or future insufficient capacity. Terminates all existing federal laws prohibiting expenditures to conduct oil and natural gas leasing and preleasing activities in the Outer Continental Shelf. American-Made Energy and Good Jobs Act - Directs the Secretary of the Interior to establish and implement a competitive oil and gas leasing program in the Coastal Plain of Alaska. Repeals the prohibition against producing oil and gas from the Arctic National Wildlife Refuge. Sets forth requirements for the sale of oil and natural gas leases in the Coastal Plain, environmental protection, transportation easements, and royalty payments to Alaska. Establishes in the Treasury the Coastal Plain Local Government Impact Aid Assistance Fund to assist Alaska jurisdictions that are directly impacted by oil and gas exploration and production in the Coastal Plain.

Additionally, some ideas that have come to me while I've been out trucking and making pickups and deliveries to military bases...

A perfect use of the "closed" military bases would be to turn them into refineries or nuclear power plants. First they already have
the security fences, gates, and inspection areas located near the entrances that could inspect all vehicles before they enter the base/
plant. Additionally, most have thick concrete/ashphalt roads that can support the weight of heavy trucks that would be needed to bring in the construction materials to build the plants...and then haul the products they refine and ship, or handle the equipment to store the nuclear waste underground and would be protected by their remote, secured locations and covered by heavy concrete (under the large airfields). They all have their own powerplants to produce their own electricity. They can be self-sufficient (not a burden on the local power grid) and totally secure from a terrorist's attack.

Second, they all have superhighways usually within 1-3 miles of the entrance gates...therefore the trucks hauling the products, supplies, etc...would not be traveling through small towns or rural areas before getting on a highway thereby lowering the risks of accidents or spills.
Us truckers are told when hauling HazMat loads; to avoid two lane roads, railroad crossings and high congestion areas. We are not even
allowed to go through large cities and must use the three digit bypasses or loops to go around them.

Being that much of the necessary infrastructures are already in place...these closed bases could be up and running much quicker and
at a much lower cost to build than new undeveloped locations/sites.

Finally, I'm sure that a lot of the local economies that were affected by the base closings, sure could use the construction jobs, the jobs and businesses that would be needed to provide services to support those workers (restaurants, banks, etc...) and would appreciate our
government utilizing these huge dinosaurs in their communities!

That's a wonderful idea

Yes that is a good idea to turn those places into Nucular power plants. I think that would be cheaper then places where we have to start from scratch. We need help with this problem.
